\u00abIl faut d\u00e9j\u00e0 que le texte soit d\u00e9pos\u00e9 \u00e0 l\u2019Assembl\u00e9e nationale, ensuite adopt\u00e9 \u00e0 la majorit\u00e9 des 3\/5e de ses membres, et enfin promulgu\u00e9 par le pr\u00e9sident de la R\u00e9publique\u00bb, a-t-l d\u00e9velopp\u00e9.<\/p>\n
